He supported the Royalist side in the English Civil War. Baker was the son of Sir Henry Baker, 1st Baronet of Sissinghurst Castle and his wife Catherine Smythe. He inherited the baronetcy on the death of his father in 1623. He was educated at Jesus College, Cambridge.
